Qld: One dead, four injured in highway crash
BRISBANE, Feb 17 AAP - One person has died and four others have been injured in a road
crash that has closed the Bruce Highway north of Brisbane.
Police said the crash at Federal, 40km north of Gympie, involved two B Double trucks and a car.
The driver of the car is dead and one of the truck drivers is in a serious condition,
while three others have unspecified injuries, police say.
A helicopter is on its way to the accident to take the truck driver to hospital for
medical treatment.
The Bruce Highway was likely to remain closed for hours, police said.
It is the second time in 24 hours the highway near Gympie, 160km north of Brisbane,
has been closed.
A man in his 50s died on Monday night after the B Double truck he was driving struck
guard rails at the Spring Valley Creek Bridge before leaving the road and landing in Spring
Valley Creek.
It took almost eight hours to reopen the highway after that crash.

FED:Groups offered $100K to tackle extremism
CANBERRA, April 2 AAP - Community groups will be offered grants of up to $100,000 in
a bid to tackle violent extremism.
Non-profit groups would be eligible as part of the Building Community Resilience program.
Federal Attorney-General Robert McClelland said community organisations had demonstrated
a strong commitment to tackling radicalisation at the grassroots level.
"The new program will focus on activities that support individuals away from intolerant
and radical ideologies and encourage positive participation in the community," he said
in a statement on Saturday.
Under the program, non-profit groups can apply for grants of between $5000 and $100,000.
Applications close on April 29, with funding becoming available from July 1.
Individuals, companies, political parties and government agencies will not be eligible
for funding under the guidelines.

SA:Two dead on SA roads this weekend
Two people have died in separate road accidents in Adelaide this weekend.
A woman was killed when her car hit a tree on Main North Road at Elizabeth Downs at
ten to six this morning.
Last night a 30-year-old man died in hospital after he was hit by a car as he crossed
Glen Osmond Road in Eastwood early in the morning.
The deaths take this year's road toll to 118.
Police are asking anyone with information on either crash to contact Crime Stoppers.

NSW:Sydney rail workers set to go on strike
SYDNEY, Aug 4 AAP - Some Sydney rail workers are poised to walk off the job unless
a row over pay and conditions can be resolved at a hearing on Wednesday.
Fair Work Australia is due to hear the case, but union officials say they hold little
hope an agreement can be reached in time to avert the industrial action.
If that's the case, RailCorp administrators and maintenance workers will walk off for
four hours on Thursday.
"If there is no outcome today, then industrial action is definitely going ahead," NSW
Rail, Tram and Bus Unions (RTBU) branch secretary Alex Claassens told AAP.
"Even if there is agreement in principle ... until we see it in writing we will not believe it."
RailCorp workers want a five per cent pay rise and promises that the increase will
not have an impact on staffing levels.
If the talks fail, workers at maintenance depots and workshops in Hornsby, Flemington,
Mortdale and Sydenham will walk off from 10am to 2pm (AEST) on Thursday.
Workers at RailCorp's administration office in Burwood will also walk off the job.
Mr Claassens said the action should have a minimal impact on commuters.
"This is the first action of many, and it has been deliberately designed to minimise
disruption to the public," he said.

SA: Master plan for airport approved
ADELAIDE, Dec 22 AAP - The federal government will not lift a curfew at Adelaide Airport
but has approved a major redevelopment.
Federal Infrastructure Minister Anthony Albanese said on Tuesday the airport's 2009
master plan would establish its future direction and investment program.
The plan outlined the expansion of aviation and passenger facilities, including a new
charter terminal, air traffic control tower, multi-level car park and hotel, road modifications,
and relocation of freight handling facilities.
But Mr Albanese said the 11pm-6am curfew would remain in place, "providing the community
respite from aircraft noise at night".
Airport management has 50 business days to release its master plan to the public.

An international business survey shows most senior Australian staff have so far managed
to hold on to their jobs during the global financial crisis.
But the Servcorp International survey finds almost a third of large businesses and
almost one in five small companies with fewer than 20 employees have shed junior and general
staff.
The survey of over seven thousand people from 24 countries .. shows more than 13 per
cent of small businesses have retained staff by cutting back on working hours .. often
to a four-day week .. a tactic not adopted by large businesses.

SYDNEY, Aug 31 AAP - Two Sydney men have had their cars confiscated after they were
allegedly caught street racing at speeds of 136km/h, nearly double the speed limit.
Just before 12am (AEST) last night, police on patrol noticed a Ford Falcon and a Mitsubishi
Lancer racing along King Georges Road at Roselands.
Officers alleged the cars reached speeds of 136km/h in the 70km/h zone before pulling them over.
Both cars were confiscated and the drivers, aged 30 and 33, were issued court attendance
notices for street racing and exceeding the speed limit by more than 45km/h.

NSW: Cancer cluster ruled out at Concord Hospital
Authorities have ruled out the likelihood of a cancer cluster at Sydney's Concord Hospital
.. after a five-month investigation.
The Public Health Unit inquiry .. which was prompted by the cases of several women
who had been diagnosed with breast cancer .. identified 24 women from three different
areas of the hospital with the disease.
The Hospital's DANNY O'CONNOR says the study has found no evidence of an excessive
number of breast cancer cases in any one particular area of the hospital.
He says it's now important to reassure staff the working environment is safe and healthy.
BRUCE ARMSTRONG from the Sydney Cancer Centre says analysis indicates the cases of
breast cancer were within the number of cases expected in any sample of the general community.
MR ARMSTRONG says sadly breast cancer is a common disease affecting one in eleven women
over their lifetime.

Residents of a West Australian town say an earthquake overnight felt like a truck driving
into the front of the house.
Denham resident LYNNE GUERINI says the quake shook her house for 10 terrifying seconds.
Geoscience Australia says the 5.2-magnitude earthquake hit in waters off Shark Bay
.. 800 kilometres north of Perth .. and about 50 kilometres south-west of Monkey Mia.
Recorded at 12.39 am local time (WDT) .. it didn't cause any structural damage.
The SES says there have been no calls for assistance.
In 1989 .. a 5.6 magnitude earthquake at Newcastle in New South wales killed 13 people
and injured 160.
Australia's largest known onshore earthquake was a 6.9 magnitude tremor at Meeberrie
.. 250 kilometres southeast of Shark Bay.

Vic: Pigeon fight sees feathers fly
MELBOURNE, Aug 30 AAP - Five people ended up in hospital, four others were treated
for minor injuries and all were spoken to by police in Melbourne today - all because of
a bird.
Police were called to a house at Roxburgh Park in Melbourne's north today after a fight
broke out between two neighbouring families disputing the ownership of a pigeon.
The fight ended with five men taken to hospital with scratches, cuts, bumps and bruises
to their heads and bodies.
A Metropolitan Ambulance Service (MAS) spokeswoman said four were taken to the Northern
Hospital and one was to the Royal Melbourne Hospital, all in stable conditions.
The men were of varying ages, the eldest in his 50s or 60s, the spokeswoman said.
A police spokeswoman said four other people received minor cuts and injuries that did
not require further medical attention.
She said investigations were continuing and nine people were being spoken to over the incident.

Fed: Cyclone Monica heads towards Darwin
Residents of Nhulunbuy in the Northern Territory have been allowed out of public shelters
to return to their homes .. with the worst of Cyclone Monica passing over coastal communities.
But people are being warned to remain cautious .. with strong wind gusts expected for
the next couple of hours.
No injuries or major damage has been reported at this stage.
Elcho Island will be the next community to be affected by the cyclone .. and Monica
is expected to cross the NT coastline near Milingimbi in the next 24 hours before heading
towards Darwin.
The cyclone's forecast to weaken to category three by the time it reaches the city
on Tuesday afternoon.

The federal opposition says the government is making an excessive number of political
appointments to international posts.
Opposition foreign affairs spokesman KEVIN RUDD says in the past eight years, the Howard
government has announced 19 political appointments to diplomatic posts around the world.
He says there were only 10 such appointments in 13 years under the former Labor government.
Mr RUDD says Labor isn't opposed in principle to making political appointments to Australian
diplomatic posts where they can be of use to Australia's long-term national interests.
But he says the government of Prime Minister JOHN HOWARD is making so many such appointments,
they're starting to behave like kids in a lolly shop.
His comments come after Mr HOWARD reportedly gave Liberal MP BOB CHARLES the post of
Australia's consul-general in Chicago.

Seeing without eyes
Thanks to a Minnesota minister and a California computer company, the Bible is now more accessible for those with visual handicaps.The invention is but one example of technological advances -- many of them relying on a computer's ability to turn printed text into electronic Braille or even into a synthetically spoken word -- that are helping the blind with the day-to-day tasks that make up modern life.
Such changes are coming at a rate similar to other tech innovations, in other fields, said Jim Carey, orientation and mobility specialist at the Aurora branch of the state's Office of Rehabilitation Services.
"They are really helping the visually impaired get good, competitive jobs," said Carey.
As for how the talking Bible came to be, the Rev. Dennis Hawkinson of White Bear Lake, Minn. lost his sight over 20 years ago as the result of a retina disorder.
He was looking for a way to make the Good Book easier for the blind to read, because existing audio tapes and computer programs seemed unwieldy.
To read the Word of God in Braille requires sorting through more than a dozen books to find the right passage.
So Hawkinson researched and found out about a company in Danville, Calif. called Ostrich Software, which makes the Road Runner Portable Text Player.
To use that device, text files are downloaded from the Internet to a personal computer.
The next step involves the Road Runner Download Software, which copies the files to the player.
Files are played back in a synthetic voice.
Retailing for $299, the device also can be used to listen to e-mail, Web pages, personal documents, electronic books, or specially scanned pages.
It is sold with a library of over 1,700 books.
Hawkinson bought a player.
Thinking it could be adapted to what he was looking for to read a Bible, he contacted the company.
With Hawkinson's input and over the course of about a year, Ostrich created the Road Runner Talking Bible, a hand-held, text-to-speech player, smaller than a cassette tape player, that is heard through headphones.
The device holds all 66 books of the Bible and uses a speech synthesizer system called DoubleTalk to read the text.
It can read continuously for up to 40 hours, powered by just two AA batteries.
The text is available the American Standard, King James, New American, New American Standard and New International versions of the Bible.
The Book of Mormon also is available.
The Road Runner Talking Bible retails for $199 to $219 and is specifically designed to help you jump quickly to any book, chapter or verse.
To access the text, the user manipulates a telephone-style keypad arranged in four rows of three keys.
Each key can have up to three functions.
One function is performed by pressing and releasing the key, and two other functions by holding the key down until one or two beeps are heard.
Every key provides talking help about itself.
The Talking Bible has been on the market since June 2000. Hawkinson has sold 100 of the devices in that time at a discount to qualifying blind people through the Minnesota-based Lutheran Braille Evangelism Association.
`The blind person's Palm Pilot'
Though he had not heard of the Talking Bible, Northern Illinois University professor Gaylen Kapperman explained a slightly similar device that has been a big help for the blind.
Just about every day, Kapperman -- who teaches and oversees the teaching of those who will be teaching the blind -- uses an item called a Braille Lite.
The Braille Lite is manufactured and sold by Freedom Scientificof Stuart, Fla. It is the latest version of the Braille-N-Speak, a lightweight portable note taker invented in 1896 which talks.
The Braille Light talks too, but also shows Braille.
It is equipped with six keys and a spacebar.
Braille is composed ofcombinations of six dots.
All of the symbols in a written language can beshown in Braille by using the 63 different combinations of the six dots.
The Braille Lite can be used to write documents, print them in Braille or print, do calculations, keep a calendar, keep a phone book and many other things.
"It really is a blind person's Palm Pilot, as it were," said Kapperman.
The cost is about $5,000 for the most expensive version, with a less expensive version going for $3,500.
"Everything is expensive for blind persons," said Kapperman.
Enlarging words and reading aloud
Amy Salmon manages the Catholic Guild's Robert Stone Center for Adaptive Technologies computer training program, 180 N. Michigan Ave., Suite 1700, Chicago.
She said that from a technological standpoint, major advances she has seen in recent years fall into two categories.
Affecting the large group of people who are legally blind but have limited sight are products which magnify text coming from various computer programs.
Most of these have limited synthetic speech as well, she said.
There are also devices that can magnify hard copies of text to sizes more readable for those with poor vision.
In another effort, the Library of Congress has put 10 million books on tape.
The library is now working to put books into a downloadable "e- book" format, which can be played back in synthetic speech.
Likewise, about six years ago, the University of Illinois Urbana-Champaign started up Project Gutenberg.
Through it, thousands of texts have been put in a format that can be read by equipment such as the Road Runner.
Controlling the PC
These projects blend over into what Salmon sees as the other area where enabling technologies have made vast improvements -- namely in computer-screen reading, through both synthetic speech and Braille.
Speech systems read text from various software programs back to a person, and voice output comes from keyboard commands.
Salmon says that the way software is written today, a sight-impaired person can do just about everything a sighted person can do with a PC. However, the Internet is posing a challenge.
NIU's Kapperman agreed.
Ironically, he said, "improvements to the Internet for the seeing have made things more difficult for the blind."
To address the problem, Salmon mentioned that Federal Internet Technologies Accessibility Initiative's Section 508 Standards recently went into effect.
The section requires that federal agencies' electronic and information technology must be made accessible to people with disabilities.
According to Salmon, the government currently maintains 30 million pages of information on the Web. By 2003, businesses providing tech services to the government must have products in accessible formats.
Such efforts will not only help the blind, Salmon said.
Changes should also make it easier for those using wireless connects to the Web through devices such as Palm Pilots or cell phones.
Those efforts are part of a broader computer industry efforts, led by a group called the World Wide Web Consortium, to address accessibility of information available on the Internet.
Playing baseball and hearing colors
However, the aforementioned Road Runner is relatively inexpensive compared to what more sophisticated equipment for the blind can cost.
Salmon said computers that translate computer functions into synthetic speech can run between $1,700 and $2,5000. There are machines that also can provide a way to translate what is on a computer screen into Braille, to be read 40 cells at a time.
Terry McCabe, assistant manager at the consumer product center of Catholic Guild for the Blind, explained that innovations are taking place beyond the computer terminal.
He mentioned talking clocks from $10 to $70, talking calculators, writing guides, even a device that helps the blind play basketball, though the center doesn't carry it, McCabe has heard of a talking color identifier that sells for $1,500.
With all the innovations, there are still areas where a good deal more is needed.
Mobility specialist Carey is looking forward to devices that will aid the mobility of the visually impaired.
There is also a desperate need for those who teach life skills to the blind, said NIU's Kapperman -- and plenty of financial support available for those who choose to go into that field.
Kapperman added that NIU's program for teachers of the blind and blind rehabilitation specialists is the only one in the state that incorporates assisted technologies at an intensive level.
Access to training and equipment allows the blind and those going blind to gain independence, Kapperman said.
For those diagnosed as losing their sight, this means that "after the doctors are done, there is still hope."

A 46 year old Wheeling, West Virginia, resident was sentenced today (June 20, 2011), in United States District Court in Wheeling by Judge Frederick P. Stamp, Jr.
United States Attorney William J. Ihlenfeld, II, announced that DALE MATTHEW HAMILTON was sentenced to 168 months imprisonment to be followed by 20 years of supervised release. HAMILTON entered guilty pleas on April 29, 2011, to one count of possession of child pornography on February 18, 2010; and failure to register as a sex offender between March 4, 2010, and May 12, 2010, in the Northern District of West Virginia. HAMILTON was remanded to the custody of the United States Marshal pending designation to a Federal Institution.
The case was prosecuted by United States Attorney William J. Ihlenfeld, II and Assistant United States Attorney Randolph J. Bernard. The case was investigated by the United States Marshals Service and the West Virginia Internet Crimes Against Children Task Force, which is headed-up and organized by the West Virginia State Police.

The Business Software Alliance (BSA) today applauded the Obama administration's release of the United States' first, comprehensive International Strategy for Cyberspace. Unveiled at a White House ceremony on Monday, the new policy document spells out US values and policy priorities in cyberspace.
"The Obama Administration has articulated a comprehensive vision that will pave the way for productive international cooperation on key priorities in cyberspace," said BSA President and CEO Robert Holleyman. "I was honored to attend the unveiling of the Administration's strategic roadmap, because it represents a bold declaration of principles."
"As the document rightly states, cyberspace must be open to innovation, interoperable the world over, secure enough to earn people's trust, and reliable enough to support their work," said Holleyman. "To promote international standards and innovative, open markets, the Administration's strategy recognizes the central importance of protecting intellectual property from theft. GOVERNOR JINDAL HIGHLIGHTS PROGRESS OF LEGISLATIVE PRIORITIES.
BATON ROUGE, La. -- The following information was released by the office of the governor of Louisiana:
Governor Bobby Jindal held a media briefing today to highlight bills in the Governor's legislative package that are starting to advance through the legislative process. The bills expected to be heard in committees this week include legislation to merge SUNO and UNO, build on last year's GRAD Act and to crack down on sex offenders.
In Senate Revenue and Fiscal Affairs today, there is a Governor's legislative package bill for encouraging business investment - SB 134 - scheduled for a committee vote.
SB 134 by Senator Dan Claitor renews and enhances the Technology Commercialization Credit and Jobs Program. The Technology Commercialization Credit and Jobs Program provides a 40 percent refundable tax credit for companies that invest in the commercialization of Louisiana technology and a six percent payroll rebate for the creation of new, direct jobs. This bill extends the program for another six years and converts the refundable tax credits for technology commercialization expenses to rebates, in order to deliver the incentive more quickly to companies.
On Wednesday, in the House Criminal Justice Committee, four of the Governor's bills to crack down on crime are scheduled for a vote.
HB 49 by Representative Walt Leger will crack down on human trafficking by equalizing the punishment for the person who helps the human trafficker with the punishment for the person who is actually engaged in the human trafficking. Also, this legislation will expand the type of actions that put a criminal under the human trafficking statutes, including the advertisement of a child for sexual purposes.
HB 55 by Representative Ledricka Thierry will target sex offender use of social media. The legislation will do this by first criminalizing the accessing or using social networking websites, chat rooms or peer-to-peer networks by sex offenders who had a previous felony sex offense conviction that involved or was facilitated by the use of a computer or a device with Internet capability. Secondly, it criminalizes the contacting of a minor through the use a of a social networking website, chat room, electronic mail, instant messenger or any device with Internet capability by sex offenders who had a previous sex offense against a minor that involved or was facilitated by the use of a computer or device with Internet capability.
HB 86 by Representative Bodi White will equalize the penalties for sexually abusing a physically or mentally infirm victim or a person over the age of 65 with the penalties for sexually abusing a child under the age of 13. This bill will increase the penalty from 10 years to a minimum of 25 years in prison.
HB 131 by Representative Ricky Templet will work to ensure compliance with sex offender laws. The legislation will make it a violation of a sex offender's registration if they fail to get a driver's license or ID card with "sex offender" labeled on it, are in possession of identification that is altered with the intent to defraud or if they are in possession of counterfeit identification.
On Wednesday, the House Education Committee will take up bills to merge SUNO and UNO as well as legislation to build on last year's GRAD Act. These bills include HB 537 and HB 549 by Speaker Jim Tucker. On Thursday, the Senate Education Committee will take up the senate companion bills to merge SUNO and UNO and build on the GRAD Act (SB 183 by Senator Conrad Appel and SB 537 by Senate President Joel Chaisson).
HB 537 by Speaker Jim Tucker merges SUNO and UNO to improve performance for New Orleans students. UNO has a six-year graduation rate of 21 percent while SUNO graduates just eight percent of students in that same time period. Additionally, SUNO campuses are in use less than 50 percent of the time while nearby Delgado Community College struggles with overcrowding.
This initiative merges the UNO and SUNO into a single accredited four-year university within the University of Louisiana System: the University of Louisiana at New Orleans (ULNO). Candidates who are ready for a four-year degree would choose one of two colleges within this university:
* A selective research college, focused on key scientific and technical programs to meet workforce needs, and housing the university's graduate programs
* A traditional four-year undergraduate college with complementary programs
The legislation enters ULNO into a collaborative agreement with nearby Delgado Community College to provide developmental education and counseling to under-prepared students who need additional help on
track to a four-year degree. This program would be run on the ULNO campus, providing a four-year experience with two-year programming. The legislation also creates a single access point for all students by placing in the same building on the ULNO campus co-administered admissions, financial aid, and counseling. This ensures the proper placement of students based on their academic readiness and provides the necessary support services to facilitate successful program completion.
HB 549 by Speaker Jim Tucker will enact a GRAD Act 2.0 to build on higher education accountabilities and reforms enacted in 2010. This legislation strengthens GRAD Act contracts negotiated between the Board of Regents and each institution in fall 2010 by prioritizing the key Student Success metrics--graduation rates, retention rates, and percent completers--and making them required for successful performance on contract targets. It also grants operational autonomies in purchasing, personnel, facilities, and investment in a three-tiered structure based on performance. Capacity to manage these autonomies would be determined by the Division of Administration.
In House Health and Welfare Committee on Wednesday, the Governor's legislative package bill - HB 586 by Rep. Frank Hoffman - is scheduled for a vote. HB 586 is important to protect the rights of women and to ensure they are fully aware of the options available to them when considering an abortion.

Touchstone Consulting Group Awarded National Endowment for the Arts Contract.
Touchstone Consulting Group will provide a review of the National Endowment for the Arts' (NEA) Grants Application Review Process under a new short-term $25,000 contract.
Established by Congress in 1965 as an independent agency of the federal government, the NEA "is a public agency dedicated to supporting excellence in the arts, both new and established; bringing the arts to all Americans; and providing leadership in arts education," according to the agency's Web site.
The NEA is an annual funder of the arts; since its inception, it has awarded more than 130,000 grants totaling more than $4 billion. These grants fund artist residencies in schools, museum exhibitions, Internet initiatives, literary fellowships, national tours, international exchanges, theater festivals, design competitions, folk arts, historic preservation, and much more, according to the NEA.
Currently, the NEA accepts grant applications electronically through Grants.gov, the federal government's online application system. Under the terms of the contract, Touchstone will review the NEA's Grants Application Review Process to identify ways that the agency can better leverage technology moving forward.
More specifically, Touchstone will perform market research, analysis, and benchmarking. The company will conduct interviews with other federal agencies and organizations to compare their processes with the NEA's Grants Application Review Process. Armed with this knowledge, the company will suggest recommendations on how the NEA can update its digital strategy and transform its Grants Application Review Process.
